Anywhere with good soil and no weeds muscling in. Break it up with a rake until it's fine and crumbly. Wildflowers aren't fussy about postcode, but they do like a clean start.

Here's the trick most people miss: mix your seed into a handful of seed raising mix before you sow. It's a lot of soil to a little seed, and it stops you dumping the lot in one spot. Scatter half walking one way, half walking across it. Sounds fussy. Isn't. Works.

Light rake with your hands or rake to tuck the seed in, then a good soak with a fine spray. Keep it damp while they're getting going (that's the most important bit). After that they're on their own, and they'll cope fine.
